The Emergency Management Program continues to expand and include new offerings that reflect changing demands. Students pursuing an Associate’s degree in Emergency Management complete either the online pathway (Track I) or the Residency Pathway (Track II).

The Emergency Management AAS- Track I: FEMA Independent Study utilizes prior learning assessment of the Federal Emergency Management Agency Independent Study courses and validation with distance education modules. This option requires students to demonstrate their learning through an instructor-led, five-week module with discussion boards, proctored exams, and college-level essays. The Emergency Management AAS- Track II: Residency Program allows regional students to earn their degree in a hybrid format through a combination of online and on-campus courses. PART 1: Frederick Community College Admission

  • Apply for admission to FCC online. During the process, be sure to select "My goal now is to earn an associate of applied science (AAS) degree to prepare for a career" and then "Emergency Management A.A.S. degree" from the drop-down menu when completing the application.

  • Request official transcripts with previous course work from college, military, EMS, Fire and/or Police experience (see PART 2 below.) Ensure official transcripts or letters are mailed from the institution or training facility directly to FCC at:

  • An acceptance letter with a student ID will arrive to you via US Mail within 7 to 10 days of your application submission. Upon receipt of this letter, visit FCC online to access the PeopleSoft Student System and follow the “First Time User” steps to begin enrolling in courses.

  • Send an email to EmergMgt to inform us you have applied to MACEM's Emergency Management program. An Emergency Management advisor will then contact you to schedule a 20-minute teleconference advising session to prepare you for success at FCC.
     
PART 2: General Education, Credit Conversion and Transfers


  • FCC offers general education courses on campus and online. (Maryland residents qualify for in-county tuition rates. See class schedules for details.)


  • As FEMA courses meet FCC in-residency requirements, general education (e.g. English, Math, History, etc.) courses can be taken at your local college or university and transferred to FCC.


  • Transcript evaluations take approximately four weeks in our registration office. Evaluation results will appear in your PeopleSoft student account online.

PART 3: Module Pre-Requisites and Requirements


What is a Module?
A Module is a 5-week online course and final exam taken after pre-requisite independent study (IS) courses have been completed and converted to college credit.


Module Enrollment


  • Log into your PeopleSoft account online to verify the conversion of the independent study (IS) courses and register ($25 fee) for a Module course. (All required IS courses must be complete and converted prior to enrollment in a Module.)

  • ImportantModules are administered during 5-week sessions within FCC’s academic semesters. If a Module is not completed or passed during the 5-week session in which you enrolled, the Module may not be taken again until the first 5-week session in the following semester. (Modules cannot be taken more than once in any given semester.) Review the Frederick Community College Academic Calendar to plan accordingly.
  1. If you are a student prior to August 2008, please contact MACEM directly at EmergMgt to request a Module.



Taking a Module Course


1.   All Modules are administered online through Blackboard - to get started:

  • User name (all students): W before your student ID number (i.e.W123456)
  • Password (new students): first two letters of your last name and last five digits of your student ID (i.e. sm23456)
  • Password (returning students): last four digits of your student ID (i.e. 3456)
2.   At the beginning of the 5-week session, the module will appear in the “My Courses” area of Blackboard.

  • Click on the course and orient yourself with the site.
  • Course documents detail proctor instructions - be sure to read through these documents.
  • Complete and submit the PDF file labeled “Proctor Site contact information” to the assignment folder of the same name.
  • Prior to the exam, an email will be sent directing you to contact the proctor site and coordinate your exam.


PART 4: Emergency Management Internship


INTR103: Internship
Students seeking an Emergency Management Associate of Applied Science degree are required to complete INTR103, a 3-credit internship course. The internship, requiring a minimum of 135 hours, may be completed during an 8-week (17 hours weekly) or 15-week (9 hours a week) session of a pre-determined semester.


Eligibility
Students may register for INTR 103 after successful completion of Modules 1, 2, and 3. Eligible students must contact the Internship Coordinator to schedule an Internship Planning Meeting to discuss internship plans.
Review the Internship Workbook, an in-depth manual providing direction, requirements, and forms to utilize throughout the course.

Registration
Following the planning meeting, students must then arrange an internship with a local emergency management entity: a business, municipality, state or federal level agency/office.
Once preliminary arrangements have been made, students must submit an Internship Plan to the Internship Coordinator to receive approval and complete course registration.


Guidelines
As internships must entail Emergency Management experience in a field unrelated to previous or current experience, the internship cannot be performed as part of your normal duty and/or current employment.
Previous or current emergency management experience does NOT exempt anyone from completing this required course.


PART 5: Graduation


Congratulations - you’re ready to graduate! To acknowledge all your hard work and accomplishments, be sure to:

  • Request a graduation appointment with your Emergency Management program manager.

  • Confirm all requirements for an Emergency Management A.A.S., Certification or Letter of Recognition have been met.


  • Participate in FCC’s graduation ceremony to walk across the stage and receive recognition for your accomplishment.

Convert FEMA Independent Study courses to college credits

MACEM is proud to be the sole provider of college credit for the Federal Emergency Management Agency (FEMA) Independent Study (IS) program. Nearly 80 online courses are currently available with additional courses added every year. Participants are encouraged to convert and apply credits to further their professional career or apply credits toward an Emergency Management academic program.

Emergency Management AAS


Students will be able to:
  1. Differentiate organizational roles and responsibilities of government agencies during all phases of the Emergency Management (EM) cycle.
  2. Navigate multi-disciplinary organizational structures to identify local, state and Federal Emergency Management Agency (FEMA) Resources.
  3. Collect, analyze and synthesize information to identify possible outcomes of a potential or actual event and recommend solutions.
  4. Identify a variety of EM problems and develop an inventory of possible solutions to those problems based on established EM techniques, successful historical solutions and the cost/benefit of each option.
  5. Provide organized, clear and concise EM information.
  6. Utilize specific EM terminology and concepts in a manner appropriate to  professional EM analysis and problem solving. 
  7. Identify leadership techniques and change management models for effective EM.
