Motorcycle Safety Classes
Course Information and Requirements

Motor Vehicle Administration (MVA) approved Motorcycle Safety training is provided by MVA and Motorcycle Safety Foundation certified instructors. Upon successful completion, course completion information, for individuals with a Maryland driver’s license, will be submitted directly to the MVA, indicating MVA requirements have been met for a Class "M" license. Allow two business days for the information to appear in an MVA account. An appointment must then be made with a full-service MVA office to update a license within 6 months of completion or the course will need to be taken again. Out-of-state students receive a Motorcycle Safety Program certificate to present to the home state as proof of completion.

New Curriculum
Eliminating the classroom component, an online session featuring required coursework is made available prior to range activities.

Important Notes
  • Participants need to provide personal required riding gear, including DOT compliant helmet, full fingered gloves and eye protection.
  • Individual states may have different motorcycle licensing requirements. If a student's driver's license was issued outside the state of Maryland, it is the student's responsibility to verify these Maryland State Approved Courses meet the student's state's requirements to receive a motorcycle license.
  • Participating individuals are encouraged to review their student rights when participating in the program.
  • Completion of the five-hour online eCourse is required before the first day of in-person instruction. Be sure to use a reliable email address during the registration process (and then check it often*) as instructions and the link to access this course will be provided approximately two weeks prior to your first in-person instruction date. *Including your spam folder if it doesn't show up in your in-box. FREDERICK COMMUNITY COLLEGE
Basic Motorcycle Rider Course Information

Delivering basic riding skills and strategies, this multi-day course is designed for true beginners, those with little or no experience, who are seeking a class “M” Motorcycle license. This course includes an independent, online Motorcycle Safety Foundation (MSF) eCourse and two full days of riding instruction focusing on the basic riding skills and strategies required to begin practicing.

During instruction, discussions focus on responsible riding, selecting proper riding gear, basic riding skills, defensive riding strategies, and riding in a variety of situations. A majority of the course will take place on a training motorcycle to practice clutch-throttle control, stopping, turning and shifting as well as basic crash avoidance strategies. Instructors evaluate and coach your performance throughout the course.

An accompanying digital Basic Rider Course Rider Handbook is available online. This informative and helpful handbook is not a required purchase; it is optional. BRC Training Motorcycles
Training motorcycles are provided to students. Personal motorcycles may be used but students must receive prior permission from the instructor and the motorcycle must be transported legally to the range on the day of the course.


BRC Sample Schedule
Below is a sample schedule for a standard course.  Course times, formats and structures may vary. Be sure to check the dates, times and locations on your registration receipt. Students arriving late to class will not be permitted to participate in class activities per regulations.
  • Self-Paced / Online five-hour e-course
  • Saturday / 7:30 a.m. – 3:30 p.m. / Range Riding
  • Sunday / 7:30 a.m. – 3:30 p.m. / Range Riding

BRC Course Fees

  • $334 – Frederick County Residents
  • $339 – Maryland Residents outside of Frederick County
  • $344 – Non-Maryland Residents

BRC Enrollment Requirements

  • Students must possess a current driver’s license or hold a learner’s permit (C or M) for at least 9 months.
  • If you do not have a driver’s license, review Maryland's Graduated Licensing System information. A valid license is required prior to adding Class M certification.
  • Guardians of students under the age of 18 must accompany the student and sign a consent/release form in person at the beginning of instruction on the first day of class or an already signed form must be notarized.
  • Course payment must be received in full at the time of registration.

  • Protective clothing and eye protection
  • Suitable jacket
  • Long sleeves, long pants without holes
  • Full-fingered gloves
  • Over-the-ankle footwear
  • Dept of Transportation (DOT) approved helmet

BRC Course Summary 

  • Self-Paced - Online five-hour e-course
  • First range day - Practice basic motorcycle control skills. Written knowledge test.
  • Second range day - Street skills practice with emphasis on cornering. Riding Skill Test and course wrap-up.

  • Printed documentation indicating successful completion of online eCourse portion of training 
  • Participate in all course sessions
  • Pass a written skills test
  • Pass a riding skills test

BRC General Information

  • A motorcycle learner’s permit is not required for participation.
  • Course curriculum, approved by the Motor Vehicle Administration (MVA), meets or exceeds the standards set by the Motorcycle Safety Foundation.
  • All learning activities are conducted at the riding range, including classroom and riding instruction, which take place over two class sessions.
  • Participants are not guaranteed to complete the course, pass the test, or obtain a license (course completion information is submitted directly to the MVA and an appointment must be made with a full-service MVA office to update a license within 6 months of completion or the course will need to be taken again. FREDERICK COMMUNITY COLLEGE

Basic Motorcycle Rider Course 2-License Waiver (BRC2-LW)

Delivering advanced riding skills and strategies, this one-day course is intended for riders who have on-street riding experience who are seeking a class “M” Motorcycle license. This course includes an independent, online Motorcycle Safety Foundation (MSF) eCourse, and full day of riding exercises. Participants are encouraged to use their own personal motorcycle, transported legally to the training center, but may utilize a training center bike. Upon successful completion, individuals with a Maryland driver’s license will have course completion information submitted directly to the MVA, indicating MVA requirements have been met for a Class "M" license. Please allow two business days for the information to appear in an MVA account. An appointment must then be made with a full-service MVA office to update a license. Please note: This course is not intended or designed for beginner riders.

BRC2-LW Training Motorcycles

Participants are encouraged to utilize personal motorcycles but may also use one of the college’s training bikes. After legally transporting the motorcycle to the training center, the participant must show proof of vehicle ownership, registration, insurance and pass TCLOCS Pre-Ride Inspection Checklist by a RiderCoach prior to start of the program, in order to use the motorcycle for training.

BRC2-LW Pre-Requisites
During the initial rider activities, rider abilities to operate a motorcycle will be evaluated by instructors. Riders unable to demonstrate minimum riding proficiency will not be permitted to continue and will not receive a refund. These riders may be candidates for the Basic Rider Course (an additional fee may be required for enrollment.) To participate in the BRC2-LW course, riders must be able to: 

  • Ability to use the clutch and throttle to get the motorcycle in motion
  • Successfully stop the motorcycle properly in a designated area
  • Correctly execute gradual and tight turns
  • Demonstrate smooth upshift and downshift
  • Safely achieve a speed of 25mph

MOTORCYCLE STUDENT RIGHTS
Course Participation & Student Feedback

Each participating student has the right to place a complaint regarding the motorcycle program manager and/or the program itself. With this right, each student has a responsibility to first attempt to alert the motorcycle program manager. If the complaint remains unresolved, the student has the right to then contact the Motor Vehicle Administration directly. Contact information is noted below.
