​FCC Partners with MSDE to Offer Online Courses to Individuals at a Maryland Juvenile Services Center

Frederick Community College is now partnering with the Maryland State Department of Education (MSDE) to offer online courses to eligible individuals at one of Maryland’s Juvenile Services facilities. 

The program, “Building Bridges Toward College Success,” has been started with students at the Victor Cullen Center in Sabillasville. FCC is the only community college in the state to have this partnership. 

The program offers individuals at the Victor Cullen Center a pathway to further their education. 

“Education is the great equalizer and students need to have access to rigorous coursework to help them achieve their long term goals,” said Elizabeth Duffy, director of dual enrollment. 

Students who have completed their high school requirements and have proven an ability to do college-level work are eligible.  

“By providing new academic opportunities, we keep students engaged in learning and focused on the future,” said Dr. Karen Salmon, State Superintendent of Schools. “The new program at Victor Cullen is designed as a launch pad for these students.”

Three students have already started their coursework, and more students will join as they become eligible.

The partnership is part of the Juvenile Services Education (JSE) program within MSDE, which provides educational services for youths detained and committed by the Maryland Department of Juvenile Services. Students receive core instruction in mathematics, English language arts, social studies, and science.  Career Technology Education courses are also offered, and GED preparation programs are provided.  JSE serves approximately 550 youth on a daily basis.
