Tuition Information for Students who are Undocumented

 

As an open-admission institution, Frederick Community College grants admission to all students regardless of immigration status. The Maryland Dream Act provides the opportunity for some individuals who are undocumented to receive the in-county or in-state tuition rates. 

Students must meet the following requirements:

  1. Attended a public or nonpublic high school in Maryland;
  2. Graduated from a public or nonpublic high school in Maryland or received the equivalent of a high school diploma from the State;
  3. Student or student’s parent(s)/legal guardian(s) filed Maryland income tax returns annually for the three year period before the academic year in which the student is requesting this tuition waiver;
  4. Enrolling at FCC not later than six years after graduating from high school or receiving a GED in Maryland;
  5. Attest to filing an application to become a Permanent Resident within 30 days after becoming eligible to do so and;
  6. Males ages 18-25 must provide proof that they have registered with Selective Service System
 

EXEMPTION FROM NONRESIDENT TUITION

  • The exemption permits students who are undocumented to pay the in-county or out-of-county rate based on the following:
    • An address in the county is used on the Maryland income tax return of the student or the student’s parent or legal guardian of the calendar year prior to the academic year in which the rate would apply;
    • The secondary school from which the student graduated is located; or
    • In the case of a student who received the equivalent of a high school diploma in the State, the secondary school most recently attended by the student is located.
  • Supporting documentation is required. Please review the Tuition Application and Affidavit for Students who are Undocumented for specific document requirements.
  • The application and documentation will be reviewed within 7 days.
  • Applying for the exemption does not alter the student’s responsibility to pay by the College deadline any nonresident tuition and fees that are due before eligibility is determined. Students should refer to the College schedules for payment deadlines.
