Jan H. Gardner, a lifelong Frederick County resident and former County Executive,
has been appointed to the Frederick Community College (FCC) Board of Trustees by Maryland
Governor Wes Moore.
Gardner was officially sworn in on April 22, 2025, and will serve through June 2027.
Her appointment brings decades of experience in government, public service, and community
leadership to the Board.
“My passion for education began in childhood—growing up with an educator and a librarian
who instilled in me the value of learning,” said Gardner. She added, “FCC offers high-quality,
affordable education for people of all ages and backgrounds. It’s a place where individuals
can change their lives and pursue their dreams.”
Jan values open and transparent government, public engagement, and fairness for all.
“My decades of public service have taught me that strong relationships and trust are
the foundation of effective leadership,” Gardner said. “One of the biggest lessons
I’ve learned is that change is constant—and community colleges like FCC play a vital
role in helping people embrace change through lifelong learning.”
Gardner served as Frederick County’s first County Executive from 2014 to 2022 and
was previously a County Commissioner from 1998 to 2010, including four years as President.
Her public service legacy includes expanding access to public education, transit,
parks, and the development of the Livable Frederick Master Plan.
Gardner holds an MBA from Xavier University and a BBA in Finance and Economics from
the University of Notre Dame. Her service includes leadership roles with the Maryland
Association of Counties, United Way of Frederick County, and various advisory boards.
She also brings private-sector experience with the Quaker Oats Company, a Fortune
100 firm.
Gardner and her husband John are the proud parents of three adult children and four
grandchildren.
