FCC Testing Center

The Testing Center is dedicated to upholding the highest levels of testing integrity by strictly adhering to the National College Testing Association (NCTA) Professional Standards and Guidelines. In our commitment to promoting fair and equitable testing, we provide essential accommodations for students with disabilities, ensure all testing materials are fully accessible, and foster an inclusive environment centered on student success. Furthermore, we actively support student success by serving as a comprehensive resource for academic guidance; this includes providing a dedicated space for make-up testing and study plans, connecting students to vital campus resources, and generating revenue that directly sustains our campus’ robust student services.

Appointments

Our comprehensive testing services are now available through a streamlined self-registration process. To get started, navigate to the On Campus Test Appointments tab located below.

  • Current FCC Students: You will be prompted to log in with your active FCC credentials to access the internal scheduling calendar.

  • Community Members & Guests: If you are a community member, a former student, or an incoming student who has not yet received active login credentials, please use the "Non-FCC Students" button. This path allows you to create a guest registration to secure your testing time.

Please ensure you have a valid photo ID and your appointment confirmation ready when you arrive at the Testing Center.

Student Accommodations

The Testing Center works closely with Disability Access Services (DAS) to provide specialized services for students with ADA accommodations. If you need special testing accommodations, contact Disability Access Services (DAS) at 301.846.2408.

Testing Center Code of Conduct

All test candidates and visitors are expected to follow the FCC Code of Student Conduct, which promotes responsible and respectful behavior consistent with the College’s mission and values. Additionally, all test candidates and visitors are expected to acknowledge and agree to the following:

  1. I understand that a valid, approved photo ID is required for testing, and agree to bring one to my appointment. I understand that if I do not present a valid, approved photo ID I will be turned away and will not be able to test.
  2. I pledge, on my honor, that I will perform to the best of my ability without cheating, plagiarizing, or receiving outside assistance.

All new students must complete placement tests in mathematics, reading, and writing placement before enrolling in developmental or credit courses. In special circumstances, the College may exempt placement test requirements for students with previous college credits, grades, or test scores that meet specific criteria.

In order to determine if you need to take placement tests you will need to submit the following documents:

  • High school transcript and previous college transcripts
  • College entrance exam scores from SAT and/or ACT
  • Advanced Placement (AP) test scores and International Baccalaureate (IB) test scores

These documents will determine which placement tests you are required to take, the courses you should register for, and/or the courses you are eligible to receive credit for based on previous grades or scores. FCC Nursing and Allied Health programs require applicants to take the Test of Essential Academic Skills (TEAS). Registrations for testing in-person at FCC are first come, first serve on the Assessment Technologies Institute (ATI) website. Remote testing is an alternative option available 24/7/365. To test remotely, register for testing through TEAS at ATI.*

Fees

When registering for TEAS tests, be prepared to pay the ATI assessment fee to complete registration. Students will receive a confirmation and receipt from ATI by email. ATI Assessment fees are non-refundable, please contact ATI for questions or concerns regarding registration.

FCC will receive an Official TEAS transcript from students who test on campus. Students applying to a program other than an FCC-designated program must purchase and send additional transcripts using their ATI login. Transcript fees are separate from the ATI assessment fee and administration fee for using the FCC Testing Center.

  • FCC Nursing applicants, select “FrederickCC ADN” as the program designation
  • FCC Physical Therapist Assistant applicants, select “FrederickCC AH” as the program designation

To test remotely, use the Quickstart Guide to follow required actions to ensure minimum technical and system requirements are met well in-advance of exam day.

  • One complimentary transcript is included as part of the registration. Please choose the appropriate FrederickCC-designation for applying to the FCC Nursing or Allied Health Program.

Testing Center Services provides a peaceful, secure, and accessible environment for testing. Test-takers are assisted by a professional staff of Academic Testing Proctors who administer and proctor exams. Proctors provide technical assistance to test-takers and monitor testing activities while in the testing lab, through the large viewing windows, or through CCTV. Proctors also ensure cleanliness of the space and maintain a safe, healthy environment for staff and test-takers.

We appreciate your cooperation in adhering to the following guidelines when using the FCC Testing Center:

  • It is recommended that if you have not pre-registered for testing through an exam vendor partner (ATI, PearsonVUE, ETS, etc.) to make an appointment for testing using Registerblast. Same-day appointments may be available, but not guaranteed due to limited seating.
  • It is recommended that you park in the closest adjacent parking lots, which are the Visitor Lot, Lot 1, and Lot 9. Please see our campus map and directions for more information.
  • Only bring essential personal belongings (such as wallet, keys, mobile device) to keep items stored in lockers to a bare minimum. We are unable to accommodate storage needs for securing large items and cannot be held responsible for damage or theft of your property during your visit.
  • Eye glasses, allowed materials, writing utensils, and any other form of personal aids permitted by instructors or exam vendors will be subject to inspection by the Proctor and must meet the requirements specified by the exam vendor, otherwise, a Proctor may inform you that it is not allow in the testing lab.
  • Sanitized pencils, pens, highlighters, and markers are available, but you may bring your own writing utensils.
  • No food or beverages in the testing lab to protect equipment from becoming damaged. Test-takers with testing accommodations that allow for consumption of food and beverages are encouraged to reach out to their Disability Access Services advisor to coordinate testing with these provisions.
  • Guests accompanying a testing candidate to the building planning to wait, please proceed immediately to a designated waiting area on the first floor of Student Center (H).
  • Test-takers may not bring child/children to the FCC Testing Center. Children, defined as any persons under the age of 16 who are not FCC students, must at all times be under the direct supervision of a parent, guardian, or an adult when on campus. Please provide adequate childcare arrangements before coming to campus for testing (Code of Conduct for Visitors, Guests, and Volunteers, V.A.4)
  • Prospective students under 16 Years of Agemust meet certain additional requirements before taking placement tests at the FCC Testing Center (Admissions Policy, IX, D, 1-2).

Acceptable Forms of Identification

All test-takers must show a valid photo ID for testing purposes. Test-takers without a photo ID will not be able to test. Photocopies/reproductions are not considered acceptable forms of ID.

Many testing programs have specific ID requirements that Proctors must adhere by before administering their tests. Be prepared to present identification that the testing vendors consider acceptable.

Non-FCC Student Testing Appointment

Due to seating limitations, the Testing Center encourages students to make an appointment in advance. If seating is available, the Testing Center can accommodate same-day appointments but it is not guaranteed.

Students making an appointment to test on campus must provide an email address to receive a confirmation of the appointment. Reminder emails are sent 24 hours in advance of the appointment. Please contact the Testing Center to cancel your appointment or manage your appointment in your confirmation email message.

Prepare for the Day of Your Test

Prepare yourself: Stay positive, rest well, and eat before arriving (no food or drinks allowed inside).
Bring valid ID: Provide at least one photo ID (some exams require two), such as a driver's license, student ID, or passport.
Arrive ready: Bring all required materials and know your instructor's last name and Student ID (FCC students only).
Secure your items: Turn off your cell phone and store all personal belongings in a provided locker.
Arrange childcare: Children cannot be left unsupervised on campus or enter the center; security will be notified if a child is left alone.
Ask questions: Call the Testing Center if you need any clarification.

Placement Test Study Guide

The Frederick Community College (FCC) Placement Test Study Guide is designed to help students prepare for the ACCUPLACER and ESL assessments, which determine course placement in English and Mathematics. TEAS Test Study Guide

The Test of Essential Academic Skills (TEAS) is a standardized exam used primarily by nursing and allied health programs to assess a student's readiness for college-level healthcare curriculum. It is designed to predict academic success in these rigorous fields. The exam is timed, typically lasting about 209 minutes (3.5 hours). Most programs require a minimum composite score for admission

Freshman Year Free (CLEP)

Take your CLEP tests for free at the FCC Testing Center through Modern States. Modern States offers a new, high-quality path to free college credit. The goal of the program, dubbed “Freshman Year for Free,” is to make college more accessible and affordable for high school students, college students and adult learners, including active duty military personnel, their families, and veterans.

Faculty & Staff Resources

Faculty can submit exams to be proctored in the Testing Center by logging into their RegisterBlast Faculty Portal and filling out the exam form under Submissions. This is the preferred method of submitting an exam to the Testing Center and allows you to manage and edit your test information from your account.

Alternatively faculty can submit exam instructions to the Testing Center by completing the TC Web Form below. You will not be able to manage exams submitted on the below form and must email [email protected] if you need to make any changes.

Tests must be submitted at least 24 hours in advance of the testing start date and have a testing window length of at least 24 hours.

Please communicate the testing window (start day and end day) to students so that they can register for an appointment in advance.

The Exam Form allow faculty to submit information about the student(s), provide instructions for administering and proctoring, indicate allowed materials, upload test as a document or supply the password to open the test, and add in any notes. Paper/pencil tests can also be dropped off during normal business hours or in our mailbox #199.

Honorlock is an online proctoring tool available to FCC faculty to enable on tests at no cost to the student. See the Honorlock Guide to get started.
 

The College has purchased a premium version of this service which uses a live proctor to intervene (Pop-In) at the moment behavior flags are raised in conjunction with the proctoring settings programmed into the test.

Use Honorlock to verify the identity of students and monitor them as they test remotely. The student's webcam records HD video of the student’s face and testing environment. The student’s screen is also recorded to track activity during the exam even if it is on a secondary device! Certain student behaviors will raise flags during the testing session, ratings will appear on the flags (low, medium, high, and Pop-In), and timestamps are provided for faculty review.

Honorlock provides a balance between academic integrity and student access. It allows for increased engagement of diverse student populations by providing a means for taking tests remotely while upholding high academic integrity standards. Customizable proctoring settings also support flex models for teaching, students with testing accommodations, and allow for secure exam delivery.

Quick Start - Using Honorlock with Blackboard

  1. Testing Center proctors 3 types of FCC Course Exams, use the following options in Registerblast:Pre-Approved Make Up - You have a student who missed their in-class exam
    Accommodated - You have a student with testing accommodations listed on their DAS Student Success Plan
    Online/Hybrid - You teach online or hybrid course sections. Please let us know if you have Honorlock enabled on your exams, as we can override Honorlock with advance notice. This is limited to two (2) exams per semester.
  2. The Testing Center cannot proctor whole classes that meet in-person.
  3. All exam requests must be accompanied by an online Exam Form. There are two options:
    1. Use the Faculty Portal (it uses Single Sign On) with your FCC email address and password.
      1. This option enables you to track and manage your exam submissions
      2. It allows your students to find your specific exam when registering for an appointment
    2. Use the TC Web Form
      1. This form does not allow you to track or manage your submissions
      2. Student must round up to the nearest hour when registering for an appointment

Proctoring requests may be submitted as early in the semester as possible, but at least 24 hours in advance to allow for approval and processing.

Use the Faculty Portal or TC Web Form options to request proctoring services. The Faculty Portal is embedded in your Blackboard course and will allow you to create, manage, or modify your submissions. The TC Web Form can be used as a back-up if Registerblast is not working.

You may also bring your paper-based exams to the Testing Center during our hours of operation.  A Testing Center staff member will have you fill out the digital Exam Form on a tablet during your visit.

The Testing Center will print exams and materials submitted electronically, when necessary.  By default, items will be printed black & white and multiple pages are duplex and stapled in order. Please specify pages that must be printed in color, simplex, and any other specifications.

For Online Exams, please indicate if the exam is Honorlock enabled on either form so the Testing Center team can prepare the override in advance of the students testing appointment.

Technical support or answers to general support questions are available 24/7/365. Live chat can be launched from the Honorlock website or from within the exam which appears as a “chat bubble.”

SPECIAL NOTE: All requests submitted electronically will be sent to the Testing Center’s shared inbox and accessed by full-time staff only.  This inbox is not actively monitored from Friday at 4:30 p.m. to Monday at 8:30 am.  Please ensure that you allow us ample time to process your request. 

  1. Tests are administered in accordance with the instructions on the Exam Form. If your Exam Form is approved, you will receive an email notification from Registerblast. If your Exam Form is not approved, a team member will work with you to get your Exam Form approved.
  2. Be sure to be as explicit as possible when filling out the Testing Center Exam Form. Remember, we are administering the exam on your behalf.  The Exam Form will guide you through what information we need to ensure administration in the Testing Center is as fair and consistent. Please include an exact time limit (no time limit is not allowed), the dates which the test can be administered and expires (we may call this the “testing window”), proctoring instructions, accommodation plan (if necessary), allowed testing aids and any other information which you feel is pertinent.
  3. Provide multiple methods to contact you and ensure your contact information is accurate. In the event that a student encounters a problem, or an issue arises that requires your attention, our team will reach out to you immediately. Note that a student’s anxiety levels can increase dramatically (which may impact their performance) if we are unable to contact their instructor and affect their overall testing experience.
  4. Verify your proctoring instructions. Proctors are required to have students lock up all personal belongings. Only items explicitly allowed by faculty members are permitted in the exam rooms. For example, if you verbally tell students that they are permitted to take in a text book, note cards, calculator, scrap paper, ruler, etc. but it is not marked on your Testing Center Exam Form, students will not be allowed to take these items in the exam room. This also can increase your student’s testing anxiety, so please ensure allowed materials is marked on your form and if you need those materials collected to turn in along with the exam.
  5. Specify a time limit that you want the proctor to enforce. Please be sure to specify the time limit allowed (no untimed tests) and that you have communicated the time limit accurately to the student. For students with extended time accommodations as described in the Student Success Plan, please calculate and inform the Testing Center of the extended time limit. Students who attempt your exam with less time limit than allotted (such as near closing) are required to sign a pink waiver form which will be sent to you along with the exam. All exam materials are collected from test takers at closing time or when their time is up.
  6. Names on the Exam Form roster should match the names on the student’s picture ID.  Please survey your students to ensure their name on the class roster is same name on a photo ID.  Proctors are not allowed to administer exams to students who are not listed on the roster, so you may receive a call or email when a student was mistakenly left off of the roster.  In some cases, affected students may need to reschedule for a time outside of the testing window.
  7. The Testing Center has a limited supply of Scantrons and blue books, but you are welcome to bring these materials to the Testing Center for your students. The Testing Center encourages instructors to submit an IT Service Request ticket to Online Learning and Instructional Innovation for assistance in creating an assessment in Blackboard and best practices for safeguarding the integrity of the exam.
  8. Please review all requirements for students and communicate those requirements to students prior to testing. Make sure that students understand when the exam is available and for what period of time.
  9. Typically, if the roster of students is large, we recommend the testing window lasts at least one week. Note, exams sent in to be administered to your whole class cannot expire on Fridays and Saturdays due to our limited hours.
    Please check your email. You will be e-mailed after your exams have been completed. We seal and secure exam as soon as it is completed. You are required to come to the Testing Center and “sign out” completed paper exams. If you are unable to come in personally, please contact the Testing Center at 301.846.2522 for alternative arrangements.
  10. Both faculty and students must provide photo I.D for exam services, such as test administration and completed exam pick up.
