Grants & Scholarships
Scholarships are gifts that do not need to be repaid. There are thousands of them, offered by schools, employers, individuals, private companies, nonprofits, communities, religious groups, and professional and social organizations.
FCC Foundation Scholarships
The FCC Foundation Scholarship application opens three times per year and is available to all FCC students.
- Fall: February 1st through August 31st
- Spring: October 1st through December 31st
- Summer: Summer funds depend on availability of funding.
The FCC Foundation also has a Student Emergency Assistance Fund available to assist students with emergencies that arise.
Additional Scholarships
Full-time students who are playing a sport at FCC may be eligible for athletic scholarships.

Athletic Scholarship

today. Students at any education level, school, field of study, and GPA will be considered.

Scholarships are available for FCC students enrolled in credit courses in Building
Trades, or non-credit courses in Trades & Vocational Training (Electrical, HVAC or
Welding). Eligible applicants can receive an award up to $500.
Building Trades Scholarship Application
The CBEAG is available to full-time students who enroll in an associate degree, are
eligible for the in-state tuition rate, submit their FAFSA or MHEC One App after 3/1,
and demonstrate financial need. Students must submit a Drug-Free Pledge to be eligible
and should monitor their myFCC email for instructions if they are offered this award.

CareerOneStop
The Riley scholarship is for students who are actively engaged as a career firefighter
or ambulance rescue squad member in an organized fire department or ambulance/rescue
squad in the State. Students can enroll full or part-time in an eligible undergraduate
program (Fire service technology, emergency medical technology, fire service management,
or public safety administration with a minor or concentration in fire service technology
or fire service management). Eligible students must apply within MDCAPS and submit all required documents by 4/15. There are service obligation requirements
with this award.

The Child Care Access Means Parents in School (CCAMPIS) program supports eligible
FCC students by providing increased access to affordable child care services. Student-parents
who are accepted into the program will receive a voucher to help cover the cost of
child care services. The CCAMPIS program is funded in part by a grant from the U.S.
Department of Education.

looking to apply for college and related information to assist with the process.

The Community Foundation of Frederick County offers a General Scholarship application.
It opens annually from It opens annually from March 1st through March 31st. Part-time
and full-time students are encouraged to apply. This one application is used to screen
for 250 different scholarship opportunities.

Students must be eligible for in-state tuition under the provisions of Education Article,
Title 15, Annotated Code of Maryland, enroll full-time in an approved credit-bearing
degree or an approved credit- bearing certificate program, be within two years of
graduation from the individual’s credit-bearing degree or credit- bearing certificate
program, maintain a cumulative GPA of at least a 3.0 while enrolled at FCC in an approved
Cybersecurity field. Students receiving a Federal Cyber Corps Scholarships for Service
are not eligible for this award. Students must apply within MDCAPS by 7/1.
Cybersecurity Public Service Scholarship Program
The State of Maryland Delegate Scholarship is offered by the local State Delegates to
Maryland residents who plan to pursue a post-secondary credential full-time (12+ credits
per semester) or part-time (6-11 credits per semester).
Students should contact their local delegates for instructions on how to apply. For

Delegate Scholarship
The EA Grant is available to full-time students who enroll in an associate degree,
are eligible for the in-state tuition rate, submit their FAFSA or MHEC One App by
3/1, and demonstrate financial need. Students are required to accept this award in
MDCAPS if they are offered the award.
Educational Assistance Grant
Applicants must be: the son, daughter, stepchild, or the surviving spouse (who has
not remarried) of a member of the United States Armed Forces who died as a result
of military service or who suffered a service-connected 100% permanent disability
as result of military service; a veteran who suffers a service-connected disability
of 25% or greater, as a result of military service, and has exhausted or is no longer
eligible for federal veterans’ educational benefits; the son, daughter, stepchild,
or surviving spouse of a victim of the September 11, 2001 terrorist attacks who died
as a result of the attacks on the World Trade Center in New York City, the attack
on the Pentagon in Virginia, or the crash of United Airlines Flight 93 in Pennsylvania;
a POW/MIA of the Vietnam Conflict or his/her son, daughter, or stepchild and was a
resident of this State at the time the person was declared to be a prisoner of war
or missing in action the son, daughter, stepchild, or surviving spouse (who has not
remarried) of a state or local public safety employee or volunteer who died in the
line of duty or who was 100 percent disabled in the line of duty; or a state or local
public safety employee or volunteer who was 100 percent disabled in the line of duty; a
veteran, as defined under § 9–901 of the State Government Article, Annotated Code
of Maryland, who either suffers a service connected disability of 25% or greater and
has exhausted or is no longer eligible for federal veterans’ educational benefits;
the son, daughter, stepchild, or surviving spouse (who has not remarried) of a school
employee who, as a result of an act of violence either died in the line of duty or
sustained an injury in the line of duty that rendered the school employee 100% disabled.

The 2025 scholarship program is now open. We are awarding $10,000 scholarships to
students attending any of Maryland’s 16 community colleges who are transferring to
a University System of Maryland school for the 2025-2026 academic year.
We will award twelve scholarships for a total of $120,000 in scholarship awards. Students
that have transferred from a Maryland community college to a University System of
Maryland school in the last 18 months are also eligible. Please share this in newsletters,
social media, with students and wherever else it fits!
Applications for the 2025 Scholarship Program are being accepted from February 18
– May 2.
With lower tuition rates, smaller class sizes, and individualized student support,
community colleges are a popular and financially responsible choice for savvy Maryland
students. In 2023, 24% of all new students to University System of Maryland schools
were transfer students from Maryland community colleges.
Here are the eligibility requirements:
1. SECU member in good standing
2. Currently enrolled at a Maryland community college
3. Attending a University System of Maryland school for the 2025-26 academic year
4. Students that have transferred from a Maryland community college to a University
System of Maryland school in the last 18 months are also eligible.
Winners will be announced in June.

Get schooled
The GA Grant is available to full-time students who enroll in an associate degree,
are eligible for the in-state tuition rate, submit their FAFSA or MHEC One App by
3/1, demonstrate financial need, meet specific high school GPA/GED Scores, and submit
all required documents to MHEC by 4/1. Students are required to accept this award
in MDCAPS if they are offered the award.
Guaranteed Access Grant
The Cooke Undergraduate Transfer Scholarship is a highly selective scholarship for
the nation’s top community college students seeking to complete their bachelor’s degrees
at four-year colleges or universities. Each Cooke Scholar has access to generous financial
support for two to three years, college planning support, ongoing advising, and the
opportunity to connect with the thriving community of fellow Scholars.
Cooke Undergraduate Transfer Scholarship
- Must be a permanent resident of Maryland (this includes students and their parents, if they are a dependent student).
- Must have financial need as determined by the FAFSA or the MHEC One App - EFC limit is 9,000 OR dually enrolled students must receive Free & Reduced Meals (FARM) as verified by FCPS.
- Shall not have any C-codes that impact eligibility for Title IV aid (ex: cannot be in default on a student loan)
- Must be meeting Satisfactory Academic Progress (SAP)
- Must be enrolled in 6 to 11 credits
- Preference is given to students that were offered the EA/GA Grants but were enrolled less-than-full-time.
- Preference is given to early FAFSA applicants (March 1st) and then by lowest EFC
- Shall not receive the MDPTG for more than eight years
- Shall not receive an EA Grant < 12 appeal and a MDPTG in the same semester (this applies to all allied health students)
- Shall not receive MDPTG & SEOG during the same semester
- Shall not be awarded for Courses Not Used (CNU)
- A full-time student who is enrolled in CNUs shall not be awarded MDPTG for the eligible coursework
- Students with a bachelor's degree may be awarded MDPTG
- Must be enrolled in an associates program or be a dually enrolled student
- Student must sign the Drug-Free Pledge via PerfectForm or in MDCAPS when accepting an EA/GA offer
Award amounts
The award amount is $500 for students enrolled in 6-11 credits.
Awards are based on the student's enrollment in required coursework at the time the
award is disbursed.
Awards are not guaranteed as they will be made based on the availability of funds.
Maryland Part-Time Grant
The MEDA Board of Directors is very pleased to announce the Rhonda Ray Scholarship.
This scholarship will be made to a MEDA student member or non-member* taking credit
courses in public policy or economic development-related subjects. Students must attend
a Maryland public or private community college or four-year university and be a resident
of Maryland. One scholarship award of up to $500 will be made in the fall, spring,
and summer semesters when funds are available. Scholarship funds are to be used towards
credit courses in the required fields and will be distributed directly to the student’s
higher education institution on their behalf.
Apply to Rhonda Ray Scholarship
Parents Lead is a Frederick Community College program providing assistance to parents
in the pursuit of a college degree. This program is designed especially for financially-eligible
parents, the program provides specialized curriculum and advising services as well
as FCC Foundation scholarships for childcare while parents attend classes, or for
other costs associated with child rearing. This cohort-based program is a combination
of online and on-campus classes. Additional financial aid is available to assist eligible
students with tuition and fees.

Eligible applicants must be current participants in the Project Forward Step program.
Single parents and adults age 24 and over who are low income, out-of-workforce, or
homeless, and are beginning or continuing their education in order to enter the workforce,
increase their marketable skills, change careers, or advance in a current job in order
to become economically self-sufficient are eligible to apply. For Perkins Direct Student
Aid, applicants also must be pursuing an approved career program at FCC.

Degree-seeking students and their parents (if they are a dependent student) must be
Maryland residents and submit the Free Application for Federal Student Aid (FAFSA)
or MHEC One App by 3/1.
If your State senator makes his/her own awards, you must call or write to your legislator
for further instructions. The Office of Student Financial Assistance (OSFA) can provide
a list of all State legislators.

This scholarship is to provide financially need-based funds for post-secondary education
in trade, vocational or technical fields to help defray the costs associated with
tuition, fees, testing, tutoring, trade tools and supplies, etc.
Eligibility requirements:
- Must be a resident of Walkersville feeder school areas
- Must describe their financial need, career goals, and specify how the funds will be used
- Must be enrolled in an accredited post-secondary educational program
- Preference is given to applicants who are pursuing vocational, technical and skilled trade fields
The award(s) can be any amount needed, but will not exceed $1,000 per fiscal year
(July 1-June 30). Applications are due a minimum of 30 days prior to when the funds
need to be paid.
The Peg & Orley Bourland Educational Assistance Fund
The SSI/SSDI waiver is available for students who receive Supplemental Security Income
(SSI) or Social Security Disability Insurance (SSDI) benefits. This waiver can be
used to cover any outstanding tuition charges after all financial aid, with the exception
of loans, are applied. More information about this waiver can be found under the “Students
with Disabilities Tuition Waiver” section of each semester’s Credit Course Schedule.
SSI/SSDI waiver
The Veterans of the Afghanistan and Iraq Conflicts Scholarship Program is designed
to provide financial assistance to United States armed forces personnel who served
in the Afghanistan or Iraq Conflicts, and their sons, daughters, or spouses who are
current high school seniors, and full-time or part-time, degree-seeking undergraduate
students enrolled in an eligible accredited Maryland postsecondary institution.
Students must submit their FAFSA by 3/1 and submit the application and all required
documents within MDCAPS by 3/1.
Veterans of Afghanistan and Iraq Conflicts Scholarship
The Workforce Shortage Student Assistance Grant (WSSAG) program is for students who
plan on working in specific career/occupational programs upon graduation. Eligible
fields include: child care, human services, teaching, nursing, physical and occupational
therapy, social work, and public service.
Interested students must apply and submit all required documents within MDCAPS by 7/1.
