The College hosts an Accreditation, Approval, and Licensure of Institution and Programs with our Accreditation information. All accreditors (institutional and programmatic) are included on this page as well as information on the Maryland Higher Education Commission (MHEC). For each of these accreditation/approval entities, contact information is provided for current/prospective students, employees, and the public to be able to contact the relevant authority.

Athletic teams compete in two conferences, Maryland Junior College Conference (MD
JUCO) and Region XX Conference of the National Junior College Athletic Association
(NJCAA). A variety of information is available including Intercollegiate athletic program participation rates and financial support data and graduation and transfer out rates for students receiving athletically related
student aid.
The Higher Education Opportunity Act (HEOA) requires colleges and universities to take steps to control unauthorized file sharing and copyright infringement. Specifically, colleges are required to:
- Inform students that unauthorized distribution of copyrighted material and unauthorized peer-to-peer sharing may be subject to civil and criminal liabilities,
- Unauthorized distribution of copyrighted material and unauthorized peer-to-peer sharing may be subject to civil and criminal liabilities,
- A description of the institution’s policies with respect to unauthorized peer-to-peer file sharing, including disciplinary actions that are taken against students who engage in illegal downloading or unauthorized distribution of copyrighted materials using the institution’s information technology system, and
- The legal alternatives for downloading or otherwise acquiring copyrighted material.

Copyright, a form of intellectual property law, protects an owner’s right to control
the reproduction, distribution, performance, display and transmission of original
works of authorship including literary, dramatic, musical, and artistic works, such
as poetry, novels, movies, songs, computer software, and architecture.
Activity that violates these protections, including downloading and/or sharing copyrighted
works without the owners' permission is a violation of copyright law and also of the
College's
Copyright Policy and Procedure, nor is such activity an acceptable use of Frederick
Community College's information technology network. The use of technology policy and procedure outlines the prohibition of unauthorized distribution of copyrighted material may
result in short-term or permanent loss of access to the college information technology
resources, and/or may result in civil or criminal prosecution and/or may result in
termination of employment, and/or may result in academic discipline or dismissal for
students. Civil and criminal penalties for violations of Federal copyright laws are the responsibility of the violator.
The College's Copyright Policy outlines requirements for employees and students and the consequences of violating
the policy. Members of the College community who willfully disregard copyright law
and the College’s policy do so at their own risk and assume any liability, which may
include criminal or civil penalties, and are subject to appropriate disciplinary action
as outlined for students in the Code of Student Conduct, and for employees in the
Employee Misconduct Policy and Procedures.
Students are responsible for ensuring that they comply with copyright laws when using,
citing, or distributing potentially copywritten material. As a resource, the College
provides information on Alternatives to Illegal Downloading.
Additionally, the College provides an annual disclosure describing copyright law and
college policies addressing violations of copyright laws.

The College offers a wide range of assistance available from federal, state, local
and institutional programs including grants, loans, employment and scholarships. Our
Financial Aid office provides information on eligibility requirements, application forms and procedures,
satisfactory academic progress standards, disbursement of funds, refund policy and
requirements for return of federal financial aid as well as information on federal
student financial aid penalties for drug law violations. In addition, complete student

The institution’s graduation/completion and transfer-out rates is provided in compliance
with the Higher Education Act of 1965, as amended. The rates reflect the graduation,
completion, and transfer-out status of students who enrolled in a particular semester
whom 150% (based on 3 years of attendance) of the normal time to-completion has elapsed.
The same rates are reported for the athletes who received aid.

Frederick Community College (FCC) students must be familiar with and follow the Code of Student Conduct. FCC community members may report violations of the Code of Student Conduct or submit
reports for behaviors of concern. Please provide detailed information regarding the
incident you are reporting. Reports may be anonymous. However, anonymous reports may
limit the College’s ability to respond to the incident. Once the report is received
by the Office of the Associate Vice President for Student Affairs, it will be reviewed
to determine the next steps, which may or may not include contacting the student,
you, and any witness you have identified. Frederick Community College student records
are protected by a federal privacy law called the Family Educational Rights and Privacy
Act (FERPA).

In accordance with 34 C.F.R. §668.43, and in compliance with the requirements outlined
in the State Authorization Reciprocity Agreements (SARA) Manual, Frederick Community
College provides the following disclosure related to the educational requirements
for professional licensure and certification. This disclosure is strictly limited
to the institution’s determination of whether its educational programs, if successfully
completed, would be sufficient to meet the educational licensure or certification
requirements in a State other than Maryland (MD).
This disclosure does not provide any guarantee that any particular state licensure
or certification entity will approve or deny your application. Furthermore, this disclosure
does not account for changes in state law or regulation that may affect your application
for licensure and occur after this disclosure has been made. Enrolled students and
prospective students are strongly encouraged to contact their State’s licensure entity
directly.

Each year the College publishes a Security Report that addresses campus security policies as well as crime statistics and crime log.
Specific information includes procedures for reporting criminal actions or emergencies
on campus and programs designed to inform students and employees about the prevention
of crimes. In addition, the report includes policies regarding the possession, use
and sale of alcoholic beverages and illegal drugs and enforcement of related federal
and state laws. Information is also provided about the availability of Maryland sex
offender registry information, policies regarding campus sexual assault prevention
programs and the procedure to be followed if a sexual offense occurs. Campus crime
statistics for the most recent 3 calendar years are also included in the report.
Additionally, the campus crime log for the most recent 60 days is open to public inspection
during normal business hours. Portions of the log older than 60 days is available
for public inspection within two business days of a request. Requests for viewing
the crime log should be made through Robin Shusko, Director of Public Safety and Emergency
Preparedness.
Information on the College’s Drug and Alcohol Abuse Prevention Program, is available for students and employees, as well as our vaccination policy for nursing students.

Frederick Community College is committed to resolving student concerns and grievances
in a fair and expedient manner. Students must first attempt to resolve the concern
through the College internal grievance resolution process. However, if the concern is not able to be resolved through the internal grievance
resolution process, the Maryland Higher Education Commission has developed a complaint resolution process for students who are residents of the
state of Maryland. Frederick Community College is a State Authorization Reciprocity
Agreement member. Student grievances from individuals outside of the state of Maryland
can be submitted following the Maryland Higher Education Commission process. Frederick Community College is fully accredited by the Middle States Commission on Higher Education.
The College hosts its publicly available policies, including the Complaint Policy and Procedures for Students. The policy also includes a guide for students on navigating the complaint process.
Students can complete a Non-Grade Complaint form for any complaints outside of course
grade complaints; a separate form exists for Student Course Grade complaints.

The College accords to students all rights under the Family Educational Rights and Privacy Act (FERPA) of 1974. FERPA provides students with the right to inspect and review their educational
records, to consent to disclosure of the student’s education records to third parties,
except to the extent that FERPA authorizes disclosure without consent, to request
amendment of the student’s records and to file a complaint with the U.S. Department
of Education concerning alleged failures by the college to comply with the requirements
of FERPA.
The College’s Privacy and Access to Education Records Policy and Procedures (i.e.,
FERPA) includes information on access and privacy for student educational records.
Students can also access information on filing a complaint in the College’s Privacy and Access to Education Records Policy.
Students at Frederick Community College have the right to a learning and working environment
that is free from sexual misconduct, discrimination, and harassment, and that respects
and protects the dignity and value of every member of the College community.
Title IX Sex-Based Discrimination is a form of sexual discrimination prohibited by
federal and state discrimination laws, including Title IX of the Education Amendments
of 1972, and Title VII of the Civil Rights Act, and is strictly prohibited by FCC.

Frederick Community College uses multiple means of verifying its internal student
outcomes data before it is formally published externally. All official data used for
compliance and external reporting purposes originate from data stewards who have expertise
in the data being published, including data entry personnel, power users, and data
resources such as the IT department. These users review and validate data entry practices
and/or report summaries prior to their publication. Subsequently, the data are widely
published internally through reports and/or dashboards available to the entire employee
population who can review and verify the validity of the data. Transparency in the
internal review process by power users through these multiple channels ensures validity
and reliability of externally reported data. Public reports are presented to the President
and the Board of Trustees for final review before their official publication or dissemination
beyond the College.
