Motorcycle Safety Courses

Start your journey on two wheels at FCC. Gain the knowledge and skills you need to stay safe and enjoy the confidence that comes with hands-on training. MVA-approved instruction delivered by Motorcycle Safety Foundation and Maryland Motor Vehicle Administration experts.

Program Information

FCC Motorcycle Safety courses are approved by the Maryland Motor Vehicle Administration (MVA) and taught by MVA and Motorcycle Safety Foundation certified instructors. Training takes place on campus at our dedicated riding range and combines an independent online component with hands-on range instruction.

Our Training Bikes

FCC provides KTM Duke 200, Yamaha V-Star 250, and Honda Rebel 200 motorcycles, all less than three years old. Manageable and designed for training environments, these bikes deliver a positive experience for first-time riders.

Participation Information

  • Completion of the five-hour online eCourse is required before the first day of in-person instruction. Instructions and the link to access the course will be sent to your email address approximately two weeks before your first in-person instruction date. Check your spam folder if the email does not appear in your inbox. 
  • Participation requires reading and listening in English. For those seeking to improve their English language skills, FCC offers a complete program of English as a Second Language (ESL). Visit frederick.edu/ESL to learn more.
  • Individual states may have different motorcycle licensing requirements. If your driver's license was issued outside Maryland, verify that these Maryland State Approved Courses meet your state's requirements before enrolling.
  • An optional digital Basic Rider Course Rider Handbook is available for purchase in both English and Spanish through the Motorcycle Safety Foundation. While not required, it provides a solid knowledge base for new riders.

Basic Rider Course (BRC)

Online: Five-hour e-course

Driving Range: Saturdays & Sundays • 7:30 a.m. to 3:30 p.m.

Designed for beginners with little or no riding experience. This multi-day course covers basic riding skills and satisfies MVA requirements for a Class "M" license. Instruction consists of a five-hour online e-course and two full days on the driving range.

Delivering basic riding skills and strategies, this multi-day course is designed for true beginners with little or no riding experience who are seeking a Class "M" Motorcycle license. The course includes an independent online Motorcycle Safety Foundation (MSF) eCourse and two full days of riding instruction covering clutch-throttle control, stopping, turning, shifting, and basic crash avoidance strategies. Instructors evaluate and coach your performance throughout.

Upon successful completion, individuals with a Maryland driver's license will have course completion information submitted directly to the MVA. Allow two business days for the information to appear in an MVA account. An appointment must then be made with a full-service MVA office to update your license within six months of completion.

Basic Rider Course (BRC) Fees

Fees listed below reflect the combined tuition and course fee. A $15.00 one-time-per-year non-refundable Annual Registration Fee may also apply. Out-of-county Maryland residents add $5 per course; non-Maryland residents add $10 per course.

  • $334 – Frederick County residents
  • $339 – Maryland residents outside Frederick County
  • $344 – Non-Maryland residents

  • All hands-on training takes place at the riding range over two class sessions.

  • Students arriving late will be dismissed and required to re-register.
  • Instruction is provided rain or shine.

  • Self-paced online five-hour eCourse (completed before class)
  • Day 1 (Saturday): 7:30 a.m. – 3:30 p.m. • Range riding • Practice basic motorcycle control skills • Written knowledge test
  • Day 2 (Sunday): 7:30 a.m. – 3:30 p.m. • Range riding • Street skills practice with emphasis on cornering • Riding Skill Test and course wrap-up

Training Motorcycles

Training motorcycles are provided to students. Personal motorcycles may be used with prior instructor permission and must be transported legally to the range on the day of the course.

 Registration Requirements

  • You must possess a current driver's license or learner's permit (Class C or M). If holding a permit only, you must have fully completed a driver's education program and be able to provide proof of completion when contacted by the program office.
  • If you do not have a driver's license or learner's permit, review Maryland's Graduated Licensing System. A valid license or learner's permit is required before adding a Class M certification.
  • Guardians of students under the age of 18 must accompany the student and sign a consent and release form in person at the beginning of the first day of class, or submit an already-signed notarized form.
  • Course payment must be received in full at the time of registration.

Completion Requirements

  • Printed documentation showing successful completion of the online eCourse portion of training
  • Participation in all course sessions
  • Passing a written knowledge test
  • Passing a riding skills test

Required Riding Gear

You are required to supply your own riding gear. FCC does not have helmets, gloves, or eye protection available to borrow. If you arrive without proper riding gear, you will not be able to participate.

  • DOT (Department of Transportation) certified helmet, properly fitted, in good condition with no visible damage, and label intact
  • Long-sleeve jacket or long-sleeve shirt of sturdy material (such as cotton, not spandex)
  • Sturdy long pants with no holes or rips
  • Eye protection (face shield, visor, goggles, sport sunglasses, or eyeglasses including prescription glasses; may be tinted or clear)
  • Full-fingered gloves, street-motorcycle specific or durable leather, closed-back with no holes
  • Sturdy over-the-ankle boots with low or no heel and a non-slip rubber sole; hiking shoes with reinforced ankle support are acceptable but boots are preferred. Canvas shoes and dress shoes are not acceptable.

Basic Rider Course 2-License Waiver (BRC2-LW)

Online: Five-hour e-course

Driving Range: Saturdays • 7:30 a.m. to 4:30 p.m.

Designed for riders with on-street riding experience who are seeking a Class "M" license, this advanced training focuses on refining riding skills during a five-hour online e-course and a full day on the driving range. This course is not intended or designed for beginner riders. 

Delivering advanced riding skills and strategies, this one-day course is intended for riders with on-street riding experience who are seeking a Class "M" Motorcycle license. The course includes an independent online MSF eCourse and a full day of riding exercises. Participants are encouraged to use their own motorcycles but may use a training center bike. 

Upon successful completion, individuals with a Maryland driver's license will have course completion information submitted directly to the MVA. Allow two business days for the information to appear in an MVA account. An appointment must then be made with a full-service MVA office to update your license.

Training Motorcycles

Participants are encouraged to use personal motorcycles but may also use one of the college's training bikes. To use a personal motorcycle, you must transport it legally to the training center and show proof of ownership, registration, and insurance. The motorcycle must also pass a TCLOCS Pre-Ride Inspection by a RiderCoach before the start of the program.

Registration Requirements

  • Participants must be 18 years of age or older.
  • Course payment must be received in full at the time of registration.
  • Printed documentation showing successful completion of the online eCourse portion of training is required on the first day of class.

Riding Proficiency Prerequisites

During the initial rider activities, instructors will evaluate your ability to operate a motorcycle. Riders who cannot demonstrate minimum riding proficiency will not be permitted to continue and will not receive a refund. These riders may be candidates for the Basic Rider Course. To participate in the BRC2-LW, you must be able to:

  • Use the clutch and throttle to get the motorcycle in motion
  • Stop the motorcycle properly in a designated area
  • Execute gradual and tight turns correctly
  • Demonstrate smooth upshifting and downshifting
  • Safely achieve a speed of 25 mph

Completion Requirements

  • Printed documentation showing successful completion of the online eCourse portion of training
  • Participation in all course sessions
  • Passing a written skills test
  • Passing a riding skills test

Required Riding Gear

  • DOT certified open (3/4) or full-face helmet
  • Protective clothing and eye protection
  • Suitable jacket

  • Over-the-ankle footwear

Motorcycle Safety Training

Course Preparation

Motor Vehicle Administration (MVA) approved Motorcycle Safety training is provided by MVA and Motorcycle Safety Foundation certified instructors.

Upon successful completion, information is submitted directly to the MVA for individuals with a Maryland driver's license, to indicate MVA requirements have been met for a Class "M" license. (Allow two business days for processing.)

Be sure to make an appointment with a full-service MVA office to update your license within six months of completion or the course will need to be taken again. Out-of-state students receive a Motorcycle Safety Program certificate to present to their home state as proof of completion.

Course Participation & Student Feedback

Each participating student has the right to place a complaint regarding the motorcycle program and/or its management. Students should first attempt to resolve the concern directly with the motorcycle program manager. If the matter remains unresolved, the student has the right to contact the Motor Vehicle Administration directly.
