Online Learning & Instructional Innovation
Online Learning & Instructional Innovation (OLII) oversees the management, quality,
and professional development for the design and delivery of online courses at Frederick
Community College (FCC). OLII manages the college’s Learning Management System, Blackboard,
which supports the delivery of instruction across all course formats. In support of
the college's mission, OLII is committed to providing affordable, flexible, and diverse
learning experiences for students, faculty, and staff.
Is Online Learning Right for You?
Online courses offer flexibility but demand the same time and rigor as on-campus classes.
To succeed, you’ll need strong self-motivation, basic computer literacy (email and
file management), and roughly 9–12 hours per week per course—more for accelerated
tracks.

FCC is proud to be part of MarylandOnline, a statewide network of colleges committed to excellence in online learning through support, resources, and collaboration.
MarylandOnline Seat Bank
One of MarylandOnline’s earliest and continuing programs, the Seat Bank, allows member institutions to share seats in online courses. The program uses an adoption rather than a transfer process that allows institutions to “own” the adopted course, making the process easy and transparent for students.
- Allows low-enrollment courses to be filled with students from other colleges.
- It gives students more options for completion by giving them access to courses that may not be available at their home institutions (or courses that are available but full).
- Provides a simplified process that saves students the trouble of transferring courses.
